LowFare gives you an under-seat bag and nothing else — the overhead locker is a paid upgrade.
Norwegian sorts hand baggage by ticket type rather than by add-on. Every ticket includes a small under-seat bag of 40 × 30 × 20 cm — Norwegian prints it as 30 × 40 × 20, the same box written in a different order. The 55 × 40 × 23 cm overhead cabin bag only comes with LowFare+ and Flex: on a LowFare ticket the overhead locker is a paid extra. The limit most people trip over is weight, because 10 kg is the combined total of everything you carry on, not 10 kg per bag.
The rules
- Every ticket includes one small under-seat bag of 40 × 30 × 20 cm — written as 30 × 40 × 20 cm on Norwegian's own page.
- LowFare includes that bag only. There is no overhead cabin bag on a LowFare ticket unless you buy one.
- LowFare+ and Flex add an overhead cabin bag of 55 × 40 × 23 cm.
- Weight is combined, not per bag: 10 kg in total on LowFare and LowFare+, 15 kg on Flex.
- Adding the overhead bag to a LowFare ticket costs £13.90 domestic and £15.90–£24.90 international, per bag per leg, and includes Priority Boarding.
- Everyone can also carry one airport shopping bag on top of their allowance.
- Hand baggage over your ticket's allowance is taken at the gate — No fixed fine — the bag goes in the hold at the published rate, plus £12 per kg of excess.

What happens if my bag is too big for Norwegian?+
Hand baggage that exceeds your ticket type's allowance is stowed in the aircraft hold at a charge per leg, and once you are over the checked baggage limit excess weight is billed at £12 per kilo per leg. Buying the right allowance online beforehand is always cheaper.
Will a Ryanair bag fit Norwegian?+
Yes. Norwegian's under-seat allowance is the same 40 × 30 × 20 cm footprint as Ryanair's free bag, so a Ryanair-sized bag travels free on every Norwegian ticket type. Watch the combined 10 kg weight instead of the size.
